Paraguay Gun Licence: How to Apply Through DIMABEL
Published 27 April 2026 · 7 min read
Paraguay allows legal firearm ownership for residents through a regulated licensing system managed by DIMABEL (Dirección de Material Bélico) — Paraguay's military materiel directorate. This guide explains the process for obtaining a civilian firearms licence.
Is Firearm Ownership Legal in Paraguay?
Yes. Paraguay has a legal framework for civilian firearm ownership. Residents who meet the requirements can obtain a firearms licence (licencia de armas) and legally purchase, own, and carry firearms within the regulatory limits.
Who Is Eligible?
To apply for a DIMABEL firearms licence, you must:
- Be at least 21 years old (some sources cite 22 — verify the current requirement with DIMABEL directly)
- Hold legal residency in Paraguay (Cédula required)
- Have no criminal record — a clean Paraguayan and home country background check is required
- Demonstrate psychological suitability through an approved evaluation
- Complete basic firearms safety training
Document Requirements
- Cédula Paraguaya (residency ID)
- Valid passport
- Criminal background check from your country of origin — apostilled and translated
- Paraguayan criminal background check
- Medical certificate confirming physical fitness
- Psychological evaluation certificate from an approved psychologist
- Proof of address in Paraguay
- Proof of completion of firearms safety course
The DIMABEL Application Process
- Gather all required documents (background checks, medical and psychological certificates, safety course completion)
- Submit application to DIMABEL in Asuncion in person
- DIMABEL processes the application — typically 4–8 weeks
- Licence issued upon approval — authorizing specific categories of firearm
Permitted Firearm Categories
DIMABEL licences authorize specific firearm categories. Commonly permitted for civilian licence holders:
- Handguns: Most calibers up to .45 ACP
- Shotguns: Most gauges including 12 gauge
- Rifles: Various calibers depending on licence category
Fully automatic firearms and certain military-category weapons are not permitted for civilian ownership.
Carrying vs Storage
The DIMABEL licence distinguishes between licences for home storage and carry permits. A carry permit (porte de arma) authorizes carrying a firearm in public and has additional requirements and restrictions.
