What Is the RUC Number?
RUC stands for Registro Único de Contribuyentes — Paraguay's unified taxpayer registry. The RUC is Paraguay's equivalent of a tax identification number. It is issued by the SET (the tax authority) and is what formally registers you as a taxpayer in Paraguay's system.
Who Needs a RUC?
Virtually all Paraguay residents who have economic activity need a RUC. This includes:
- Employees earning Paraguayan-source income
- Business owners operating in Paraguay
- Self-employed professionals providing services within Paraguay
- Property owners earning rental income from Paraguayan tenants
- Anyone importing or exporting goods through Paraguay
If your income is entirely foreign-source and you have no Paraguayan-source economic activity, the practical need for a RUC is lower — but many financial and legal advisors recommend obtaining one regardless to formalize your tax residency status.
How to Register with SET
The SET registration process requires:
- Your Cédula Paraguaya — the national ID issued with your residency approval
- Your passport — original and certified copy
- Proof of address in Paraguay — rental contract or utility bill
The registration is submitted to a SET office in Asuncion or online through the SET's digital portal (Marangatú). In-person visits are common for first-time registrations to ensure the documentation is correctly verified.
