Temporary Residency
Temporary residency is the entry-level status issued to new foreign residents. It is granted after a successful immigration application through DIGECOM (the Paraguayan immigration authority).
Key features of temporary residency:
- Document: Cédula Paraguaya issued as a temporary resident card
- Validity: 2 years from issue date
- Rights: Full rights to live and work in Paraguay, open bank accounts, sign contracts, register with the SET for tax purposes
- Travel freedom: No minimum days-per-year requirement — you can travel freely while holding temporary residency
- Renewal: Can be renewed if you have not yet met the 2-year threshold for permanent residency
Permanent Residency
After 2 years of holding temporary residency, you are eligible to apply for permanent residency. This is the second stage of the legal residency pathway.
Key features of permanent residency:
- Document: Cédula Paraguaya issued as a permanent resident card
- Validity: Renewable every 10 years (vs every 2 years for temporary)
- Rights: All the rights of temporary residency plus a stronger legal status for long-term planning
- Pathway to citizenship: After 3 years of permanent residency (5 years total), you are eligible for Paraguayan citizenship
What Changes Between Temporary and Permanent?
The practical day-to-day experience is similar — both allow full rights to live, work, and do business in Paraguay. The main differences are:

Do I Need to Stay in Paraguay?
Neither temporary nor permanent residency requires a minimum number of days per year spent in Paraguay. This is a significant advantage over many other countries' residency programs.
